The Army Corps of Engineers has finalized controversial changes to its Clean Water Act (CWA) general permits, including removing limits on stream loss measured in linear feet from some permits and dividing coverage for various types of “utility” lines into three permits, but has opted to let other permits remain unchanged until they expire in 2022.
