California lawmakers are advancing a bill that would expand the reach of the state’s Clean Water Act to include waterbodies that are no longer subject to federal jurisdiction under the Supreme Court’s Sackett decision defining “waters of the United States” (WOTUS) and to counter rollbacks of discharge rules under the Trump administration.
