California Lawmakers Pass Controversial Clean Energy, Air Quality Bills

California lawmakers have passed several controversial clean energy and air quality bills, including two measures opposed by environmentalists to bolster hydrogen and biomass power projects, and one proposal opposed by industry that could triple monetary penalties on stationary sources that violate their Title V permits.
