The Center for Biological Diversity (CBD) is petitioning the White House Council on Environmental Quality (CEQ) to “comprehensively” and quickly “strengthen” its National Environmental Policy Act (NEPA) implementing rules that the Trump administration rolled back in 2020, just as Biden officials begin to review CEQ’s new draft plan.
