CEQ Issues ‘Interim’ NEPA Climate Guide Without GHG Significance Level

The White House has released “interim” guidance for how agencies should assess climate change effects in National Environmental Policy Act (NEPA) reviews, requiring reviews of projects’ direct and indirect greenhouse gas emissions and the use the social cost of carbon (SCC) while declining to set a GHG “significance” threshold to determine the rigor of reviews.
