A federal district judge is allowing environmentalists to proceed with a Clean Water Act (CWA) suit aiming to either overturn an Army Corps of Engineers-issued dredge-and-fill permit or force EPA to “veto” it over impacts to nearby wetlands, largely rejecting the agencies’ arguments that the case should be dismissed.
