D.C. Circuit Clears Path For Multi-State Areas to Extend NAAQS Deadlines

The U.S. Court of Appeals for the District of Columbia Circuit in a new ruling is expanding states' ability to win a one-year extension of their deadlines for attaining EPA ambient air standards when some of their territory falls within a multi-state zone, rejecting Delaware's argument that all states within such a zone must first agree to the request.
