Energy Cost Concerns Seen Stalling California Global Warming Initiative

Concerns within the Schwarzenegger administration about the effect of greenhouse gas controls on energy prices are holding up a California EPA (Cal/EPA) proposal to establish statewide emission reduction targets, according to government sources.
