Environmentalists are petitioning Washington state to create a Clean Water Act (CWA) nutrients cleanup plan for Puget Sound as part of a multi-prong effort to force stricter limits in discharge permits, an effort that also includes a petition earlier this year for EPA to withdraw the state's delegated CWA permitting authority.
