Environmentalists are urging a federal appellate court to subject the Air Force’s open burn/open detonation (OB/OD) of waste explosives on Guam to review under the National Environmental Policy Act (NEPA), seeking to reverse a district court ruling that dismissed their challenge on procedural grounds.
