EPA has approved four southeastern states’ interstate ozone transport plans, finding they do not contribute “significantly” to ozone problems elsewhere and rejecting environmentalists’ criticisms of its methodology in assessing interstate emissions, as the agency scrambles to act on plans submitted by multiple states.
