EPA’s recently announced investigation into whether a Texas permitting program for concrete violates Houston residents’ civil rights means the Lone Star State is now the subject of at least four EPA Title VI probes, with the agency’s External Civil Rights Compliance Office (ECRCO) accepting two petitions to investigate the concrete program.
