EPA Defends Trump-Era ‘Alternative’ Utah Haze Plan, Denies CSAPR Impact

The Biden EPA is defending the agency’s Trump-era approval of an “alternative” regional haze plan for Utah, which counts emissions cuts from a now-shuttered power plant in lieu of stringent controls it earlier favored, in a dispute with environmental groups that oppose the alternative as too weak.
