EPA is dropping plans to strengthen air toxics rules for dry cleaners using perchloroethylene (PCE), or Perc, opting instead to finalize a rule that requires no new emissions cuts in the light of its separate rule issued last month under the Toxic Substances Control Act (TSCA) that includes a 10-year phaseout of PCE.
