EPA has again extended deadlines for small refineries to comply with renewable fuel standard (RFS) biofuel blending mandates, but refiners are greeting the extension with skepticism, saying it fails to address their problems, while biofuels groups say the additional extension is unwarranted and undermines the RFS program.
