EPA is proposing to expand its troubled Good Neighbor Plan (GNP) interstate ozone rule to another five states, citing new modeling showing their “significant contribution” to ozone problems elsewhere, even as the rule is stayed in more than half of the 23 states now covered and EPA faces Supreme Court argument on the issue next month.
