EPA has sent for White House Office of Management and Budget (OMB) review its proposed response to a timber industry petition that seeks to further ease “unsupportable” limits on the use of railroad ties as “fuel,” rather than more tightly-regulated “waste,” following some easing of restrictions by both the Obama and Trump administrations.
