EPA’s expanded Cross-State Air Pollution Rule (CSAPR) makes several concessions to manufacturing and industries newly regulated under the interstate air program, dropping some emissions limits outright and creating exemptions from others, but the rule otherwise keeps limits largely as proposed, and, in a departure from the proposal, also regulates incinerators.
