EPA Readying Measures To Allow Nutrient Trading In Clean Water Permits

EPA is preparing to launch an effort to allow nutrient trading in Clean Water Act (CWA) permits, floating a draft policy statement and preparing to propose a rule that would advance development of such market-based approaches.
