EPA has finalized a rule that rescinds an Obama-era disapproval of North Carolina’s Clean Air Act compliance plan because it included regulatory waivers for industrial emissions that violate air law limits during periods of startup, shutdown and malfunction (SSM), rejecting critics’ claim that the rule intends to revive a national SSM policy.
