EPA’s HFC Phasedown Rule Balances Demands On Allowances, Imports

EPA’s just-announced final rule implementing a major phasedown of climate-warming hydrofluorocarbon (HFC) coolants seeks to balance competing demands of producers, users and importers of the chemicals, including a fair and inclusive allocation of production and consumption allowances, along with a robust enforcement system to police imports.
