EPA Shifts Basis For Denying State Waivers From Ethanol Rules

EPA appears to have shifted its rationale for denying California's efforts to win a waiver from the reformulated gasoline program's oxygenate content requirement, saying the state has dispelled earlier concerns the waiver could result in an increase of certain emissions but arguing the benefits are still not sufficient for EPA to grant the request.
