EPA has issued new guidance aimed at underscoring existing “procedural” safeguards, such as public participation, language and other requirements, for its Title VI civil rights program, measures the agency says are aimed at curbing the administrative complaint process that has sparked broad legal challenges for EPA and other agencies’ programs.
