Environmentalists are petitioning EPA to revoke a series of air permits issued by Texas and Louisiana officials, charging they violate Title VI of the Civil Rights Act over allegations the states abuse EPA-approved screening tools known as “significant impact levels,” creating “sacrifice zones.” The petition asks EPA to prohibit the states’ use of significant impact levels (SILs) for preliminarily screening new permits and to amend permits issued using SILs.
