EPA’s Office of the Inspector General (OIG) is warning that the agency has only obligated and expended 1 percent of the $60 billion Congress appropriated in the bipartisan infrastructure law, bolstering Republican charges that it should not receive requested budget increases in fiscal year 2024 given its inability to spend the infrastructure funds.
