The White House Office of Management and Budget (OMB) has begun reviewing a draft five-year overhaul of dozens of Clean Water Act (CWA) dredge-and-fill general permits for pipelines, transmission lines and a host of other infrastructure and development projects ahead of a looming March 2026 deadline to finalize the permits.
