OMB Begins Review Of First-Time EPA Rules For ‘Inactive’ Coal Ash Landfills

The White House Office of Management and Budget (OMB) has begun reviewing a first-time EPA proposal aimed at regulating hundreds of “inactive” landfills containing coal combustion residuals (CCR), which are currently exempt from the agency’s other Resource Conservation and Recovery Act (RCRA) rules for CCR storage.
