The White House Office of Management & Budget (OMB) has begun reviewing the Council on Environmental Quality’s (CEQ) eagerly awaited draft phase 2 plan overhauling Trump-era National Environmental Policy Act (NEPA) implementing rules, kicking the administration’s permit reform push into high gear as Congress remains deadlocked.
