EPA has sent its plan to cut air toxics from hundreds of smaller “area source” chemical manufacturing plants for White House Office of Management and Budget (OMB) pre-publication review, in a rulemaking that may aim to limit emissions of the carcinogenic solvent ethylene oxide (EtO) but may never be finalized by the Trump administration.
