OMB Reviews EPA’s OB/OD Plan As DOD, Environmentalists Face Off

The White House Office of Management and Budget (OMB) has begun reviewing EPA’s proposed rule that aims to limit the open burning/open detonation (OB/OD) of waste explosives and increase use of alternative disposal technologies as environmentalists and the military harden their dueling stances on the issue.
