The White House has begun formal review of EPA’s draft final rule that would reimpose constraints on industrial air toxics sources that reclassify from strictly regulated “major source” to less-regulated “area source” status, teeing up a debate over the plan to retain a controversial Trump-era approach, but only subject to strict conditions.
