The American Forest & Paper Association (AF&PA), American Wood Council (AWC) and the Council of Industrial Boiler Owners (CIBO) have joined the sugar industry in challenging EPA’s recent revision of its air toxics rule for industrial, commercial and institutional (ICI) boilers, the latest extension of long-running litigation over the issue.
