EPA has reopened public comment on its proposal to tighten air toxics limits for large municipal waste combustors (MWCs) in order to address criticisms that its dataset and methods are inadequate, punting any final rule into the Trump administration and putting the agency in a difficult legal position as a review of the regulation is long overdue.
