States Plan Proposals To Achieve EPA Goals In Lieu Of Agency Guidance

States are preparing to craft plans for achieving EPA Administrator Scott Pruitt's top priorities including compliance with ambient air standards and accelerating Superfund cleanups, taking the lead on defining the metrics for meeting Pruitt's priorities because the agency's scant political leadership is ill-equipped to develop such guidance.
