Texas air regulators and a coalition of business groups are suing EPA over the agency’s decision to retain certain pollution control requirements for cities classified in “moderate” nonattainment with federal ozone limits, even after the agency, at Texas’ request, downgraded Dallas, Houston and San Antonio’s air quality into “serious” nonattainment.
