Western Governors' Resolution Sparks Climate Change Debate

The Western Governor's Association (WGA) adopted a resolution this month that industry sources say bars a Western air quality group from beginning proposed efforts to address climate change, but WGA says the language simply directs the air group to focus on regional haze before tackling other problems.
