Cal/EPA is finalizing options to pursue a statewide greenhouse gas (GHG) emission cap-and-trade program, and the governor is expected to soon announce GHG emission reduction targets for the state, according to sources. The two efforts are considered significant because of California's size, and the potential that other states may follow suit, sources said.
