U.S. EPA and the Department of Transportation (DOT) are investigating a civil rights complaint by environmental justice (EJ) groups against Oakland officials over projects to expand the Oakland Port that the groups say pose harm to EJ communities, the second major equity probe by federal agencies in California within the past three years.
