REFINERY PERMIT REFERENCE TO DISCHARGE OFFSETS STIRS CONTROVERSY

The San Francisco Bay regional water board's recent approval of a controversial oil refinery permit also includes a provision that appears to open the door for dioxin discharge offset trading, according to sources.
