Questions Linger On EPA Approach To TSCA Bill's New Chemicals Program

Toxic Substances Control Act (TSCA) reform advocates say that Congress' landmark overhaul of the 1976 toxics law -- which at press time was awaiting President Obama's signature -- leaves unanswered questions about how EPA will implement the agreement's program for reviewing the potential risks of new chemicals entering the market. One industry source says that the final bill lawmakers approved comes with a "lack of clarity" on the status of substances on which manufacturers have already submitted pre-manufacture notices (PMN)...
