EPA is proposing to deny a petition filed by several states within the Ozone Transport Commission (OTC) of Northeast and Mid-Atlantic states that had urged the agency to massively expand the OTC to include nine more states, saying that “more effective” options are available under the Clean Air Act to target ozone pollution.
