EPA plans to stand up its new Office of Superfund and Emergency Management (OSEM) on Nov. 2, as it merges three offices -- Superfund, emergency management and federal facilities cleanup -- under the umbrella of the agency’s Office of Land and Emergency Management (OLEM).
