President-elect Joe Biden has named Michal Freedhoff, a long-time Capitol Hill staffer, as the deputy head of EPA’s chemical-safety office -- placing one of the people who helped craft the 2016 TSCA reforms in charge of the new law’s implementation during at least the administration’s early months.
