Three High Court Rejections Unlikely To Slow Petitions To Stay EPA Rules

Supreme Court watchers say they expect EPA critics to continue filing emergency petitions asking the justices to stay agency rules even after the court denied three such petitions in a sign that the observers say is meant to show they do not want to be asked to stay every EPA rule during merits litigation.
