The California Air Resources Board (CARB) is urging a federal court to dismiss truckers’ constitutional lawsuit challenging the board’s landmark regulation requiring truck fleets to purchase increasing numbers of zero-emission vehicles (ZEVs), as EPA weighs whether to grant the board a Clean Air Act (CAA) preemption waiver for the rule.
