OMB clears EPA rule bolstering tribal WQS

EPA is preparing to release its final rule requiring states to consider tribal treaty rights to aquatic and aquatic-dependent resources like fishing when they craft new Clean Water Act (CWA) water quality standards (WQS) or review existing ones after the measure cleared White House review.
