EPA is rejecting power sector claims that it lacks legal authority to update 20-year-old emissions limits for landfills, with the agency arguing its view is the “best, and perhaps only interpretation” of the Clean Air Act provision that provides authority for both the landfill rule and the agency's signature existing power plant climate rule.
