ALLOWING ARMY TO INCINERATE PCBS VIOLATES NEPA, TSCA, CITIZENS SAY

In recently submitted written comments to EPA, citizens' groups opposed to the incineration of chemical weapons decry plans to allow the Army to incinerate chemical weapons materiel contaminated with polychlorinated biphenyls (PCBs). The groups claim that EPA's plan to permit PCB incineration at several operating and planned chemical weapons incinerators violates the National Environmental Policy Act (NEPA), the Toxic Substances Control Act (TSCA), "the civil rights of the directly impacted populations, principles of Environmental Justice, and the rights of children."...
