Activists Appeal GHG Permit Ruling

Environmentalists are appealing a Michigan judge's ruling upholding the first coal-fired power plant permit in the United States to include greenhouse gas (GHG) limits, claiming the permit's best available technology review (BACT) for GHG control options is flawed because it did not require "cleaner" fuels at the facility.
