AFGE files unfair labor complaint over EPA Region 5 reopening plans

The American Federation of Government Employees (AFGE) chapter representing EPA employees in Region 5 has filed an unfair labor practice complaint against the agency, alleging that it is refusing to negotiate with the union over plans to require staff to return to their regional offices in the midst of the COVID-19 pandemic.
